Philip Wilbourn is a Chartered Surveyor and one of the leading experts on the relationship between the value of all forms of commercial property, contaminated land and the development / investment markets.

In 1996, Philip gave evidence on behalf of the Royal Institution of Chartered Surveyors to the House of Commons Select Committee on the Environment in response to the Government's Statutory Guidance on implementing Part IIA of the Environmental Protection Act 1990. He has also been an expert witness in significant contamination cases where value has been affected, notably Blue Circle Industries -v- Ministry of Defence. More recently in 2001 he passed the pilot multi-disciplinary examination carrying the accreditation Specialist in Land Condition (SiLC) and has been invited to be an assessor. He is the only surveyor to have achieved this.

In 1997 Philip contributed to the RICS guidance note 'Contamination and its Implications for Chartered Surveyors' which he helped revise in March 2000. Philip has also written the new RICS Guidance Note 'Contamination and Environmental Matters - their Implications for Property Professionals' which was published in December 2003. Philip has spoken at numerous conferences and CPD events across the UK on the effect on development and investment values from environmental risk. In 2001 Philip has published a CPD Study Pack with The College of Estate Management, entitled 'The Contaminated Land Regime - Impacts on the Property Industry and Estate Management Issues'.

His business background which is extremely broad includes Midland Bank PLC (1977 - 1983), English Estates (1983 - 1988), Grosvernor Laing Urban Enterprise (1988 - 1993). Since 1993 he has established his own practice Philip Wilbourn and Associates Limited specialising in Land Quality Statements, Environmental Screenings, Contaminated Land Valuations as well as Economic Regeneration. The practice is based in Sheffield from where it undertakes projects throughout the UK. In 1997 the practice sponsored research with the Investment Property Forum and the Pat Allsop Trust which was undertaken by the College of Estate Management. The report 'Is it Worth the Risk? The Impact of Environmental Risk on Property Investment Valuation' was published in April 1997. His practice has agreed to sponsor on going research at Sheffield Hallam University for the next 3 years examining environmental impacts on the market. He is also currently studying for an MPhil in Environment and Planning at Sheffield Hallam University.

In 2002, Philip was invited by the RICS to represent the profession at the World Summit on Sustainable Development in Johannesburg and contributed to the formation of Global Alliance for Building Sustainability and Wilbourn Associates have also joined the alliance of practitioners. He has also published in October 2002 'Brownfields - managing the development of previously developed land' which was funded by the DTI and CIRIA. In 2003, Philip published the a guidance note for the Construction Industry Council 'Brownfield - Building on Previously Development Land' funded by the DTI and CIRIA.

Chairman of the Environment Faculty, he is consultant editor to RICS Books for 'Environment and Property" an online resource published in April 2003.


NICK PICKARD BSc MRICS
Nick is a Chartered Environmental Surveyor and worked with an environmental charity, Local Government and land engineering consultancy before joining Wilbourn Associates in 1995. He is a director and has over 10 years experience in environmental consultancy.

PENNY SCUTT BSc MEng MRICS
Penny is also a Chartered Environmental Surveyor. She has a masters degree in Civil Engineering from Surrey University. Having worked with Électricité de France and English Heritage she gained a BSc in Surveying for Resource Development whilst working full time at the Royal Institution of Chartered Surveyors.

RICHARD LINDSAY BSc (Hons)
Richard has a Batchelors Degree in Applied Geology from the University of Sunderland. He has over 8 years experience in geo-environmental consultancy with particular expertise in site investigation projects.

JEANETTE VERNON BSc (Hons) MSc
Graduated from the University of Aberdeen with a Masters Degree in Soil Science. This included aspects such as soil physics, soil-water relationships, soil microbiology and biochemistry along with environmental pollution and environmental economics.

GILL BULLOCK BSc (Hons) MSc PhD
Gill has a masters degree in environmental engineering from Newcastle University and a PhD in Water Sciences from Cranfield University.

KERRY STEAD BSc (Hons) MSc
Kerry has a bachelors degree in environmental biology and a masters degree in environmental engineering, both from the University of Newcastle upon Tyne.

JAMES CORRY BSc (Hons)
Having graduated in 2001 with BSc (Hons) degree in Physical Geography from the University of Sheffield, James has recently joined Wilbourn Associates to take on the diverse role of Surveying Technician, previously having worked for a law firm in Sheffield.

ALLEN CHARLTON BSc (Hons)
Allen graduated from the University of Sheffield with a Bsc (Hons) degree in Environmental Geology. Allen worked previously in environmental analysis and in geotechnical and geo-environmental site investigations.

ALISON CHITORISKI BEng (Hons) MCIWM
Alison has a degree in Mineral Surveying from the University of Leeds and is a member of the Chartered Institute of Waste Management. She also holds a recognised safety qualification and three Level 4 certificates of technical competence in the management of landfill, waste transfer and waste treatment operations. She has 15 years experience in site surveying, waste and environmental project works, particularly dredging, grained from her previous position in the inland navigation industry.

PHIL GELSTHORPE BA (Hons) MSc
Phil has a masters degree in environmental management for business and commerce from Sheffield Hallam University and a Human Geography degree from Sheffield University. He has three years experience at an asbestos consultancy as Quality Manager and Lead Surveyor.

CARLA PEACE BSc (Hons)
Carla graduated from the University of Northumbria at Newcastle with a BSc (Hons) in Geography and Environmental Management in 2000. Since university she has worked in the house building industry, a GIS consultancy and remediation company.
