A developer should consider submitting a formal environmental assessment with every application, they add little to the application costs (around 5% according to Manchester University), much less than a legal challenge.

If the developer does not use competent consultants, the Environmental Statement may not meet the Regulations and the consent could be challenged.

Outline applications should provide enough data to provide an accurate and sufficient description of the development.
